Review meeting of the Cape Verde Digital Project mission highlights progress and next steps

Between September 22 and 26, Cape Verde hosted the World Bank technical mission as part of the additional financing of 20 million (2025–2028), which complements the initial project of 20 million (2020–2025). The closing meeting was attended by Deputy Prime Minister and Minister of Finance Olavo Correia, Minister of Education Amadeu da Cruz, Secretary of State for the Digital Economy Pedro Lopes, World Bank Resident Representative Indira Campos, and several institutional partners.

During the presentation of the mission’s results, the project’s TTL, Camila Mejia Giraldo, highlighted the good pace of disbursements, noting that the initial financing has already reached about 80% execution, while the additional financing is around 40%. She also emphasized the positive performance recorded so far and the growing preparedness of the national team to maximize the project’s results.

The Deputy Prime Minister, in turn, stressed the importance of ensuring consistent change management, supported by expert consultants, as well as the need for a holistic approach with the support of expert consultants and solid government alignment, factors considered essential to accelerate the country’s digital transformation.

With regard to the next steps, it was agreed to strengthen coordination between ministries and partners, closely monitor planned activities, and prepare new stages. Expanding connectivity in schools was identified as a priority for additional funding, along with consolidating the role of the DGTED, clarifying sectoral responsibilities, and ensuring the regular functioning of the Steering Committee.

Finally, the UGPE reaffirmed its commitment to mobilize all stakeholders to ensure the full implementation and achievement of the results set out in the Cabo Verde Digital Project.
