Mission to Support Implementation and Evaluation of Additional Financing for the Project to Improve Connectivity and Urban Infrastructure in Cape Verde

As part of the World Bank mission to Cape Verde, which runs from February 2 to 6, 2026, a meeting was held on Wednesday, February 4, with the Special Projects Management Unit (UGPE) to assess the status of Component 3 – Technical Assistance, under the Unit’s purview. This component aims to strengthen technical assistance capacities and activities, promoting more efficient urban, connectivity, and transport management that is resilient to climate change.

 

The meeting was attended by the UGPE Coordinator, Nuno Gomes, Technical Specialist Malene Almeida, and Procurement Officer Edna Fernandes, as well as Project Manager César Pinto from the Ministry of Infrastructure, Spatial Planning, and Housing (MIOTH), representatives from the National Institute for Spatial Planning (INGT), and Michel Matera, Practice Manager – Urban, Resilience, and Land at the World Bank.

 

During the meeting, the UGPE Coordinator presented the status of ongoing activities, the main challenges identified, and the actions implemented to ensure the progress of the project’s execution. Opportunities for improvement, monitoring mechanisms, and strategies for project implementation were discussed.

 

The mission, led by Philippe Neves (Senior Transport Specialist, TTL) and Felipe Montoya Pino (Senior Urban Development Specialist, co-TTL), will be present from February 2 to 6 to supervise the implementation of the project, including its investment components, and conducting the assessment of Additional Financing, analyzing the proposed justification, scope, amount, and schedule, as well as defining the success indicators.

 

As part of the work agenda, the World Bank team visited Ilha do Fogo yesterday to monitor the start of the redevelopment works on the Mosteiros (Queimada-Guincho) seafront and discuss technical and operational aspects with local teams and other entities involved.
